Footage shows him reaching for a glass of water, but grabbing the pitcher itself and taking a swig - and drenching himself in the process - before continuing with his speech, unperturbed.

Leblanc Fils, who was president of Haiti's Senate between 1995 and 2000, was named president of the Transitional Presidential Council following the resignation of prime minister Ariel Henry in April, amid escalating gang violence.

The UNGA High-level General Debate continues in New York until September 30.
