Bars, restaurants, hairdressers, and other non-essential shops in central Rome remained closed, with some offering only delivery service.
"[The shutdown] had to be longer and more rigorous. Because people do not realise that we are in an extremely difficult situation with a virus that you reproduce. It is a serious problem," said Ettore, a local.
Visitors coming from other European states until April 6 will have to quarantine and take a coronavirus test at the end.
Other residents complained about the restrictive measures.
"It [the lockdown] limits people' expectations compared to before the pandemic when Easter was an anticipation of summer. It looked like a start to summer. Now it seems that we are almost returning to winter," said Paolo.
While churches remain open, people can only attend Mass with a self-certification form.
Essential shopping, outdoor sport, and walking near one's home are also allowed.
According to official statistics, in the last 24 hours, Italy has registered 21,932 new infections and 481 deaths related to coronavirus.
