Russian President Vladimir Putin will congratulate Joe Biden on winning the US presidential election after the results are official, Kremlin spokesperson Dmitri Peskov said on Monday in Moscow during a conference call with journalists.

"Let me put it this way: we suppose that it is more reasonable to wait for an official tally of votes," he said, reminding that Putin has spoken about Russia’s "readiness to accept any choice of American people with respect and to work with any elected president of the USA" on several occasions.

Answering a question about Putin congratulating Donald Trump in 2016 after his victory, Peskov said that the 2020 election was different due to the Trump campaign launching legal challenges to the election result in several states.

The spokesperson also commented on ministerial changes in the Russian government, saying they were part of a normal cabinet reshuffle.
