Iranian Deputy Foreign Minister Ali Bagheri Kani said that 'sanctions create opportunities for Iran and Russia' - and discussed a BRICS single currency - during a speech in Kazan on May 17. It came just days before he was appointed acting foreign minister following the death of Foreign Minister Hossein Amir Abdollahian in a helicopter crash which also killed President Ebrahim Raisi.

"Sanctions create completely new conditions, including opportunities for Iran and Russia," he said. "In this regard, both sides have been able to successfully utilise the potential and opportunities that were there but had not been used before. This is a serious fight against the injustice of a number of countries."

"Using various tools, including economic ones, Western countries are pursuing their own goals. The development and co-operation within the BRICS framework is precisely an indicator of how much our countries are interested in changing the situation," he continued.

He added that 'BRICS-friendly countries intend to introduce a common single currency', moving away from independence on the US dollar. "Such a major step requires a large infrastructure that will affect many sectors of the economy and trade," he said.

Amir-Abdollahian, Raisi and others were on board a US-made Bell 212 helicopter which came down in the mountains in northern Iran’s East Azerbaijan province during heavy fog on Sunday.

The aircraft was discovered by rescuers in the early hours of Monday, while no official cause has been reported at time of publication.

Supreme Leader Ayatollah Ali Khamenei declared five days of national mourning. First Vice President Mohammad Mokhber will take over as acting president for an interim period, with elections scheduled after 50 days. Deputy Foreign Minister Ali Bagheri Kani becomes acting foreign minister.

Condolences came from the leaders of Russia, India, Pakistan, Iraq, Syria, Egypt and others. Amir-Abdollahian was appointed in 2021. The conservative diplomat was in charge of indirect talks with the US on his country's nuclear programme and oversaw the restoration of ties with Saudi Arabia following a China-brokered deal in 2023.

The XV International Economic Forum 'Russia - Islamic World: KazanForum' was held from 14-19 May, as a platform for fostering economic co-operation and exploring new trade avenues. Hosted at the State Museum and Exhibition Centre 'Kazan Expo', the forum promised to facilitate meaningful exchanges and forge lasting partnerships between Russia and the Islamic world.

Since the start of the military offensive, around 60 countries joined with EU and US sanctions policies on Russia. Additionally, a number of sanctions have been imposed on specific individuals and organisations.

Russian presidential spokesperson Dmitri Peskov claimed that restrictions will only 'boomerang' on those attempting to impose them.
