Russian Security Council Deputy Chairman Dmitry Medvedev stated that the concept 'Ukraine is not Russia' authored by the former president of the former Soviet republic, Leonid Kuchma, 'should be vanished', while discussing on the sidelines of the 2024 World Youth Festival in Sirius Federal District on Monday.

"One of the former leaders of Ukraine once said that Ukraine is not Russia. This is a concept that should be vanished for good. Ukraine is definitely Russia," claimed Medvedev.

He also mentioned the principle on which Russia's border policy is based, highlighting that 'we have no desire for foreign territory, yet we will never relinquish our own. This has been the case, and will continue to be so. Our history has repeatedly validated this principle. It is the cornerstone of our state border policy.'

The World Youth Festival takes place on March 1-7. According to the organisers, it intends to develop international youth co-operation and bring together 20,000 young people. The regional programme will take place on March 10-17, during which the participants will visit 30 Russian cities.

The Sirius 'Innovation Science and Technology Centre' is the first federal territory in Russia located on the Black Sea coast near the city of Sochi.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.
