Residents of Kurgan, Southern Urals, described the situation in the area as water levels continued to rise on the Tobol River on Thursday.

Footage shows a flooded suspension bridge, as well as sandbags piled along the embankment to protect the area, as well as staff of a temporary shelter assisting evacuees.

"A house was floating along the Tobol River. It reached the bridge. Since some of the cables at the bridge had been cut, and it was swaying back and forth, this house was pushed into this bridge and went under the bridge. And that's it, it floated out on the other side in a dismantled condition, but [before that] an entire house was floating down the river," said local resident Marina Kurochkina.

According to Kurgan Regional Commissioner for Children's Rights Alena Lopatina, government agencies, organisations, charity and volunteers were all helping with the relief effort.

"If you need something, say directly. We accumulate [information on] all the needs that arise among residents of temporary shelters. <...> If someone needs something, we will look for it and provide it as soon as possible," said Lopatina.

Evacuee Liudmila Frolova said though she had seen emergencies such as forest fires, she had never experienced such severe flooding before.

"My child and I, we usually put all the documents in the car and leave, but we would still return in the evening, but here, like this - it's our first time," she explained.

On Thursday, Kurgan Region Governor Vadim Shumkov said that in some parts of the region, the water level in the Tobol River was higher than the record maximum in 1994, urging locals to evacuate from the affected territories.

According to the Ministry of Emergency Situations, as of April 18, over 2,000 residential houses, 3,300 holiday homes, five bridges and eight sections of roads remained flooded across seven districts and 30 settlements in the region.

The agency also reported that more than 14,000 people had been evacuated, with over 900 in temporary shelters, including 200 children.

Flooding was reported in 39 regions of Russia, with the Altai region in Siberia, and Tyumen, Orenburg and Kurgan regions in Southern Urals under a state of emergency.
