Footage shows residential houses and vehicles flooded by water and mud while one resident can be seen cleaning his yard.
Local Josip Lukic said that people would 'try to save what can still be saved' following the 'disaster'.
"I don't know if there are victims or not but the damage is enormous," he said. "Everything can be fixed but it will take time. Over there, the man came to save his boat which he saw floating towards the river."
According to local media reports, several municipalities were affected by the severe floods and landslides, including Jablanica, Kiseljak, Konjic, Kresevo, Busovaca and Fojnica.
The spokesperson for the authorities in Jablanica Darko Jukan reported that 14 people were found dead by rescuer. Soldiers, firefighters, engineers and rescuers were deployed to assist with the rescue effort.
Officials added that houses, roads, bridges, and power infrastructure were destroyed by the landslides.
Prime Minister of Bosnia and Herzegovina Nermin Niksic said he was communicating with rescue team and co-ordinating the relief efforts as many citizens remained trapped in their homes.
Heavy rains and strong winds are also expected to affect the northern Adriatic coast and the central part of neighbouring Croatia.
