Russian Foreign Minister Sergei Lavrov said that Moscow would remain an adversary of Washington regardless of the outcome of the US presidential election, during an interview with Russian media on Monday.

"We will remain a competitor, and the United States views every international problem, every one of its international interlocutors, first of all from the point of view of inadmissibility, as it is written in its doctrinal documents, the inadmissibility of anyone on this planet becoming stronger than the United States," Lavrov said.

He went on to comment on US President Joe Biden's statement that he was ready to negotiate nuclear arms reductions with Russia without preconditions, describing it as 'a desire to somehow earn electoral points for the Democratic Party candidate'.

"This is all from the evil one. <...> What does it mean without preconditions? It means that the Americans reserve the right in their doctrinal documents to declare us an enemy, to officially declare that their goal is to inflict a strategic defeat on us on the battlefield," the Russian top diplomat stressed.

The US presidential elections take place on November 5.

On 15 July, the Republican National Convention nominated former White House Chief of Staff Donald Trump as its candidate. The Democratic Party nominated current US Vice President Kamala Harris.

On 13 October, US President Joe Biden agreed to talks with Russia, China and the DPRK to reduce the nuclear threat.

"There is no benefit to our nations or the world to forestall progress on reducing nuclear arsenals. Reducing the nuclear threat is important not despite the dangers of today’s world but precisely because of them," the released statement said.

On 14 October, Russian presidential spokesperson Dmitri Peskov said that Moscow considered contacts on nuclear arms reduction necessary, but that the involvement of nuclear powers - the United States, Britain and France - in the conflict in Ukraine should be taken into account.

In his address to the Federal Assembly in February, Russian President Vladimir Putin announced the unilateral suspension of Russia's participation in the Strategic Arms Reduction Treaty (START).

Former NATO Secretary General Jens Stoltenberg expressed regret at Russia's decision.

"With today’s decision on New START, the whole arms control architecture has been dismantled," he said.

The Treaty on Further Measures for the Reduction and Limitation of Strategic Offensive Arms (START-3, START) between Moscow and Washington was signed in April 2010 and entered into force in February 2011. In early 2021, the United States and Russia agreed to prolong the document until February 2026.
