Russian President Vladimir Putin held a videoconference on Monday with leaders and community groups from the Donetsk and Lugansk People’s Republics, as well as the Kherson and Zaporozhye regions, focusing on the restoration and development of essential social infrastructure in these territories.

During the discussion, Andrei Rybnitsky, the principal of a sports school in Zaporozhye, expressed gratitude for rebuilding his institution, which had suffered extensive damage from a missile strike last year. "I would like to express my sincere gratitude... the institution has been given a new lease of life," Rybnitsky said, reflecting broader reconstruction efforts in these war-impacted areas.

In response, Putin assured participants that the Russian government would address social and economic needs in these regions with urgency. "We will address them now...the people who live in these regions need it right now, and not later," Putin emphasised, indicating the Kremlin's commitment to rapid action in restoring normalcy.

According to the Kremlin’s press service, 12 social facilities had been opened in September 2024 as part of Russia's broader plan to integrate these regions into its economic and social framework.

On September 30, 2022, President Vladimir Putin agreed to sign documents allowing the accession of the Donetsk People’s Republic (DPR) and Lugansk People’s Republic (LPR), as well as the regions of Kherson and Zaporozhye, to the Russian Federation.

According to Moscow, it followed referenda in which people living in those areas exercised their right to self-determination and requested to join Russia.

Ukraine and its international allies condemned the move, calling it an annexation of Kiev’s sovereign territory.
