President of Republika Srpska Milorad Dodik praised Moscow's position on the Dayton Agreement, claiming Russia was 'the only' country that still followed it, speaking at a meeting with President Vladimir Putin on the sidelines of the 27th St Petersburg International Economic Forum (SPIEF) on Thursday.

"I also wanted to thank you for Russia’s consistent position regarding the Dayton Agreement. I believe that your country, as a guarantor of the Dayton Agreement, is the only one who has remained loyal to the true principles of Dayton as it is falling to pieces through the fault of the West, its entire implementation is stalling," Dodik said.

"There is a legislatively prescribed constitutional order, but in reality we have something quite different, which is absolutely contrary to the constitution," he claimed. On the sidelines of the forum, he also told a Russian outlet that there would be a referendum on 'separation' from Bosnia and Herzegovina.

For his part, Putin pointed out that Russia’s position on the agreement had not changed.

"You are aware of our position on the Dayton Agreement. It remains unchanged: only the powers that are laid out in these international legal documents provide the basis for not just preserving the situation, but improving and strengthening it. We will contribute to that in every possible way," the Russian leader said.

Dodik also condemned a recent UN General Assembly resolution on establishing an annual day to commemorate the 1995 Srebrenica 'genocide', having previously called it 'huge crime' but not 'genocide'.

"The West used this opportunity and demonstrated that it is incompetent," he said. "84 countries were in favour [of the resolution recognising the events in Srebrenica as genocide] and 109 countries were essentially against the resolution (19 opposed and 68 abstained of the 193 countries at the UNGA). Exactly as you and your representatives said - it does not contribute to mutual understanding of the problem, it only leads to more problems in Bosnia and Herzegovina."

The Dayton Agreement ended the 1992-1995 civil war in Bosnia and Herzegovina. It was signed by Bosnia and Herzegovina, Croatia and the Federal Republic of Yugoslavia on December 14, 1995 in Paris.

The deal guaranteed a single state composed of two parts; Republika Srpska and the Federation of Bosnia and Herzegovina. The guarantors were Russia, the US, the UK, France, Germany and the EU.

SPIEF 2024, taking place from June 5-8, includes participants from over 136 countries. Since its inception in 1997, the forum has served as a platform for international dialogue on economic matters, with the patronage and participation of the Russian Federation's president since 2005.
