Russian Security Council Deputy Chairman Dmitri Medvedev said that 'about 190,000' Russian citizens had signed contracts for military service since the beginning of 2024, while speaking at a meeting on reinforcing the armed forces with contractors on Thursday.

"The average daily rate of recruitment remains stable at around 1,000 people. This figure can fluctuate in either way. During this time, contracts have been signed with about 190,000 citizens of the Russian Federation," he said.

Medvedev also highlighted the 'important contribution' of the country's Defence Ministry, state corporations and large enterprises in providing servicemen with the 'most necessary things' at the frontline and supporting their families.

'I would like to express my special gratitude to the citizens of the country who made a voluntary decision to go to the special operation zone. They did it out of a sense of duty, out of the call of their hearts, understanding the difficulties and risks associated with this service," Medvedev continued.

Russian Defence Minister Andrei Belousov also attended the meeting.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
