Russian Foreign Minister Sergei Lavrov claimed that the country is 'not conducting any secret negotiations' with anyone on the Ukraine issue, during a meeting with Belarusian Foreign Minister Sergei Aleinik in Minsk on Monday.

"The initiative that President Vladimir Putin formulated on June 14 this year at the Ministry of Foreign Affairs is the result of a sober and constructive analysis of the current realities. We are not conducting any secret negotiations with anyone," Lavrov said.

"Speaking about the announced plans to hold a second conference to follow up this meeting in Burgenstock, I can only say that all the formulations that we hear, and we hear what they say publicly, there have been no appeals to us," he added.

For his part, Aleinik highlighted that a 'true alliance and strategic partnership' had been formed between Minsk and Moscow.

"We are standing side by side in the struggle against the unprecedented political, economic and now even military pressure of the collective West," the foreign minister said. "We are proposing realistic initiatives for the peaceful settlement of the Ukrainian crisis, building the basis for a new security system in Eurasia, and developing co-operation beneficial to all participants in non-discriminatory and equal formats."

On June 21, Lavrov cited Russian President Vladimir Putin's proposal for the settlement of the conflict, stating "The territories that are clearly, unambiguously and definitively defined as regions of the Russian Federation in our Constitution must be completely liberated from foreign troops."

This came after Minister of Foreign Affairs of Ukraine Dmytro Kuleba told delegates at the Ukraine peace summit held in the Swiss city of Burgenstock that Russia will be present for the next peace conference - which he said would mark the end of hostilities in Ukraine.

Representatives of 91 countries and 8 international organisations attended the Summit on Peace in Ukraine, while Russia was not invited.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
