Many Tokyo locals still opted to wear masks despite Japan finally relaxing its COVID mask-wearing rules on Monday.

"I was surprised to see a quite large number of people wearing masks," said a local Ryoka.

Footage showed a busy street scene during rain as numerous residents, some dressed in traditional costumes or carrying umbrellas, took photos next to historic buildings. Many were also seen wearing masks, while others chose not to.

“At first I thought I would go out without a mask, but then I saw many people wearing them on the train or in other sealed or enclosed places, so I kind of put mine on only on those occasions," said another local Yoshihiro.

The lifting of the mask ban was one of the latest steps taken by Japan's government to relax COVID-19 regulations in public places and promote business and other activities, according to local media.

According to an online conducted in February, 1 in 4 people in Japan will still opt for wearing a mask out of habit or to prevent infection.
