Russia's Permanent Representative to the United Nations Vasily Nebenzya said 'There is no doubt about Ukraine's direct involvement' in the Crocus City Hall attack based on preliminary results of the Russian investigation at the UN Security Council in New York on Friday, emphasising that 'all traces lead to Kiev'.
"As a result, of losing on the battlefield, Ukraine is now turning into an openly terrorist state," he said.
Nebenzya also highlighted the swift denial from Washington and other Western capitals regarding Kiev's involvement in the terrorist attack, occurring just an hour after the tragedy.
"This was done even before the interim results of the investigation and at a time when no charges had been brought against Ukraine," he counted.
He also stressed that the question of the involvement of Western special services in the terrorist attack on the concert hall 'remains open', doubting ISIS's claim of responsibility for the attack
"Because the embassies of several Western countries published information for their citizens shortly before 22 March advising them not to visit crowded places in Moscow, in particular concert halls," he explained.
Russia's UN representative warned that Ukraine's conflict could spread, posing terrorist threats to neighbours, criticising Ukrainian leadership for mishandling the situation and suggesting their support for certain groups could backfire, like creating a 'Frankenstein' that endangers Ukraine itself.
Earlier, the Russian Investigative Committee said that investigators had received significant information indicating that the perpetrators of the terrorist attack on Crocus City Hall might be linked to the Ukrainian security services.
Late on March 22, unidentified individuals dressed in military fatigues opened fire in the Crocus City Hall, a 6,000-seat multipurpose concert hall where a Russian rock band was set to perform. A massive fire broke out in the building shortly after. 144 people were reported to have been killed while several suspects were captured and remanded in custody until May 22 on charges of 'terrorism'.
Following the attack, the Ukrainian Foreign Ministry said it 'categorically denies' accusations of Kiev’s involvement.
US national security spokesperson John Kirby called the Russian Investigative Committee's allegations 'nonsense and propaganda'. Earlier, the United States claimed that it was a 'terrorist attack that was conducted by ISIS' and that there was 'absolutely no evidence that the government of Ukraine had anything to do with this attack'.
