"We inform you that there is no need for a decree. We have an opinion on this issue from the State Legal Directorate of the Presidential Administration and accordingly the point has been put. Partial mobilisation has been completed," Peskov claimed.
Russian President Vladimir Putin announced partial military mobilisation back in September, while his Defence Minister Sergei Shoigu reported that the call-up of 300,000 reservists had been completed on Friday, October 28.
Peskov also commented on the information that the Russian Defence Ministry claims points to UK involvement in both Saturday’s attack on the Black Sea Fleet and the leaks in the Nord Stream pipeline system.
"This information should be analysed very carefully by everyone, and we hope that despite the unacceptable silence of the European capitals, this analysis will be carried out. Such actions should not be left to chance. Of course, we will think about the next steps," Peskov said.
Russia’s Defence Ministry reported on Saturday that a unit of British naval personnel had assisted Kiev in drone strikes on the fleet at Sevastopol, and in the blasts in Nord Stream 1 and 2 in September.
"Members of the UK Navy were reportedly involved in the planning, provision and execution of a terrorist attack in the Baltic Sea on September 26 this year to undermine the Nord Stream 1 and Nord Stream 2 pipelines," said the ministry’s spokesperson, Igor Konashenkov.
According to Konashenkov, preparations and training of Ukrainian troops were led by British specialists based in the town of Ochakov in Ukraine's Mykolaiv region.
Kiev has not claimed responsibility for the Sevastopol attack, while the UK’s Ministry of Defence accused Russia of 'spreading falsehoods'.
"To divert attention from the catastrophic situation of the illegal invasion of Ukraine, the Russian Ministry of Defence has resorted to spreading false claims of epic proportions," the ministry said via its Twitter account.
