Russian Foreign Minister Sergei Lavrov reported on Tuesday's talks on Ukraine of the Normandy Four at a meeting of Russia's Security Council in Moscow, Thursday.

The foreign ministers of Russia, Ukraine, Germany and France agreed that the Minsk agreements can only be realised by Ukraine stepping into a direct dialogue with the breakaway cities Donetsk and Lugansk, Lavrov said. Russia's top diplomat also noted that the newly emerged NSA scandal between the US and France overshadowed the discussions.

Lavrov assumed that Washington and Paris will try to hush up the scandal and was joined by President Vladimir Putin, who agreed.
