Head of the Russian Federal Service for Surveillance on Consumer Rights Protection and Well-Being (Rospotrebnadzor) Anna Popova claimed that a number of factors were threatening global biological security - including a highly pathogenic influenza strain - while speaking at the first Russian-African International Conference on Combatting Infectious Diseases, in Kampala on Wednesday.

"Biosecurity around the world is facing a test of strength today; the pandemic has shown how high such risks are, and a new challenge is posed by the large number of people who, since the pandemic, have not been regularly vaccinated against a variety of infections. <…> It's the emergence of new infections, it's breaking the interspecies barrier with influenza viruses common among different animals," said Popova.

"There is a palpable risk of a highly pathogenic strain of influenza emerging," she added. "In 2023 cases of people being infected with the bird flu have been observed in the United Kingdom, Vietnam, Spain, China, the United States and for the first time in South America - in Ecuador and Chile."

The head of Rospotrebnadzor also noted that 'threats to global biological security are growing' and the 'global epidemiological situation is unstable', citing outbreaks of cholera, Ebola and Marburg viruses and at least three and a half million cases of Dengue fever recorded in the previous year.

For his part, Gbago Onivogui, deputy director general of the Guinean Institute of Applied Biology Research emphasised the importance of working together.

"We have a lot of experience with Russian co-operation about infectious disease to help…to combat a lot of disease in Guinea," he outlined.

"One way in which we managed an outbreak was a mobile laboratory which we deployed at epidemic centres in Mubende," said the Ugandan Ministry of Health's Diana Atwine. "Within six hours we managed to start tracking the contacts. I want to thank the people of the Russian Federation for boosting the diagnostic capacity further when they donated the state-of-the-art mobile laboratory."

The Russian-African International Conference on Combatting Infectious Diseases is taking place on April 17-19 in Kampala, the capital of Uganda. 170 delegates from 16 countries will discuss the prevention and treatment of diseases, and share experiences in countering dangerous outbreaks, new disease surveillance technologies and scientific research.
