Former US president Donald Trump warned that Ukraine 'surging into Russia' would lead to 'World War III' - and promised not to send US personnel to the conflict zone - as he addressed a National Guard conference in Detroit on Tuesday.

"Before I even arrive at the Oval Office, shortly after I win the presidency, I will have the horrible war between Russia and Ukraine settled," said the Republican party nominee. "I'll get it settled very fast."

"I don't want you guys going over there. I don't want you going over there, and I'm the only candidate in this race who can make this promise. I will prevent, this is for the spouses, I will prevent World War III. Nobody else is going to prevent it. You're going to end up in World War III. Look at what's going on right now with Ukraine to surging into Russia. Okay, you're going to end up in World War III. And it's going to be a bad one," he predicted.

Ukrainian forces continue to fight on Russian territory, following the incursion on August 6, with both sides reporting key gains this week.

Trump also told the crowd that Hungarian PM Viktor Orban - 'one of the toughest in Europe' - had said to him that the reason the 'whole world is blowing up' was because 'President Trump isn't president of the United States'.

He also reiterated his pledge to make 'allies pull their weight' in the NATO alliance.

"They have to pay the fair share as I was saying then. For years, all of these NATO countries spent far less than 2 percent of GDP on their militaries, leaving our forces overstretched. We were the ones making up the difference and bank for to make up for shortfalls and help deter threats," he said. "Two percent is the steal of the century, especially what we're paying for. You know. We pay for them. It's just not even believable."

Trump has previously been criticised by his Democratic opponents for suggesting he would 'encourage' Russia 'to do whatever the hell they want' to countries that didn't pay their share.

Referring to his first administration's commitment to a 'Space Force', Trump added that he wanted a 'Space National Guard' in his second.

He also accused his opponents - Democratic presidential nominee Kamala Harris and her VP pick Tim Walz of wanting "endless war, open borders, voting rights and free health care for illegal aliens, Soviet-style price control, censorship, unlimited migration from terrorist hot spots and unchecked power for the deep state."

Trump will face off against Harris in the presidential election on November 5.
