Russian Permanent Representative to the United Nations Vassily Nebenzya accused members of the Security Council of 'hypocrisy and double standards' over their response to the Iran's attack on Israel during an emergency meeting in New York on Sunday.

"[It did] not happen in a vacuum," Nebenzya said, adding "Iran's steps were a response to the shameful inaction of the UN Security Council, a response to Israel's blatant attack on Damascus, and not the first - Syria is constantly bombed by Israel."

He went on to say that an 'attack on a diplomatic mission is a casus belli (an event provoking or justifying war) under international law.' "If Western missions were under attack, you would not hesitate to take retaliatory measures," Nebenzya noted.

"When it comes to other states, their rights, including the right to self-defence, and their citizens - it’s different, as you like to say," he went on. "Today in the Security Council there is a parade of hypocrisy and double standards that is somehow even embarrassing to watch."

On Saturday, Iran launched a barrage of drones and missiles towards Israel, which it said was retaliation for the consulate strike which killed a number of Iranian military commanders.

Israel, which had not claimed responsibility for the earlier Syrian strike, reported more than 300 incoming projectiles and said 99 percent were 'intercepted'.

The Russian representative also said that efforts were needed to 'de-escalate the situation' and avoid a 'vicious circle of mutual attacks and violence'.

Meanwhile, China's Permanent Representative Dai Bing said that Beijing considered the issue 'removed from the agenda' following the 'response' by Iran.

"We would also like to note that, according to Iran, the military action was a response to Israeli aggression against diplomatic premises," he stated. "In addition, this issue can be considered removed from the agenda."

He added that China called on all sides to 'exercise the utmost degree of restraint' and 'prevent further escalation'.

During the tense discussions, United Nations Secretary General Antonio Guterres called for Israel and Iran to 'step back from the brink' and show 'maximum restraint'. The US called on members to condemn Iran and Israel's representative compared Iran to the 'Third Reich' while Tehran said its own actions were 'necessary and proportionate'.
