Iranian President Hassan Rouhani referred to Iran’s capability in uranium enrichment to 20 or 60 or even 90 percent, as he confirmed that the opportunity to reach an agreement to revive the JCPOA was taken away from the 12th government and given to the 13th government, led by incoming conservative cleric Ebrahim Raisi.

"They took the opportunity away from the twelfth government, but well, we hope that the thirteenth government can complete this task. We are happy too. It does not matter if the twelfth government is successful or the thirteenth government is successful. But we are very, very sorry that four months, five months, six months of opportunity were lost," said Rouhani talking in a cabinet meeting in Tehran.

Rouhani also referred to Article 60 of the Iranian Constitution which he said had been breached by a December 1 law passed by the Iranian Parliament, taking away considerable control in the matter of the nuclear deal from the President.

"If Article 60 had not been breached on December 1, sanctions against the people would have been lifted in March. Today, people would see what the situation was like in the country."

The Rouhani administration will pass the nuclear talks to the Raisi government. It is feared the hardliner cleric will exit the JCPOA, reversing efforts to revive the nuclear deal in the past months.
