The global community must "abandon preconceived notions" to avoid a humanitarian crisis in Afghanistan, Russian Presidential Envoy for Afghanistan, Director of the Second Department of Asia of the Ministry of Foreign Affairs Zamir Kabulov said at the third Moscow format meeting on Afghanistan on Wednesday.

Kabulov said some states were trying to "punish the new authorities" in Afghanistan, but by doing so "they are, in fact, punishing the entire Afghan people."

The diplomat noted that all participants of the meeting agreed on the need to make the Afghan government inclusive, as well as agreeing on basic human rights and the fight against international terrorism and drug-related crime.

"Everyone agrees on this, and the Afghan delegation has once again assured us that it intends to adhere firmly to these statements, which they announced right after they came to power," he stated.
