The water level in the Wien River in western Vienna rose from 50 centimetres to 2.26 metres overnight, according to the city's emergency services.
Footage shows pedestrian and cycling routes along the river banks flooded, as well as travellers stranded by the adverse weather conditions and difficulties on the roads and motorways.
"The situation is tough so we had also additional personnel that we called in, also volunteers and with that, we can manage the situation quite well,’ said Gerald Schimpf, a member of the Fire Department of Vienna.
He added that it is recommended ‘to be careful and to avoid being outside if not necessary’.
The flooding caused disruptions to local transport. Two metro lines in Vienna were partially closed and some rail transport routes were interrupted.
Heavy rains have affected countries across Central Europe, with at least seven reported to have died in the flooding. In the south-west of Poland, the Biala Glucholaska river burst its banks, leading to the evacuation of about 400 residents. Storms and hurricanes in the neighbouring Czech Republic have left more than 60,000 households without electricity, while in Germany rising river levels caused a bridge in Dresden to collapse partially, according to reports.
