Ukraine and Russia have to "show a readiness to create conditions for a summit meeting in Astana," German Foreign Minister Frank-Walter Steinmeier before a meeting with the Normandy Format at Villa Borsig in Berlin on Wednesday.

Steinmeier said that the people in Ukraine are the ones who are paying the price in the conflict, but that the economies of both Ukraine and Russia are suffering. Steinmeier was joined in Berlin by Russian Foreign Minister Sergei Lavrov, Ukrainian Foreign Minister Pavlo Klimkin and French Foreign Minister Laurent Fabius. The four ministers already met for Normandy Format talks at Villa Borsig earlier in January.

The Astana summit was originally planned to take place on January 15, but was postponed due to an increase in tensions in Eastern Ukraine.
