Deputy Foreign Minister Sergei Ryabkov claimed that Ukrainian attacks deep inside Russia's territory would be another 'escalatory' step by Washington, during an interview with Russian media in Moscow on Wednesday.

"This is yet another possible escalatory step on the part of Washington. Washington completely and totally controls Kiev, no doubt that no move on the part of Kiev clients could be done without blessings or/and assistance in all forms, which is also deepening and growing from the US and other Western allies," he said.

He was responding to a journalist’s question about the US potentially lifting restrictions on long-range strikes, with some reports suggesting a decision had already been taken.

Ryabkov also said that despite lack of consistent communication with the West, Moscow had never refused to resume peace negotiations.

"We have no dialogue with our Western adversaries apart from sporadic and non-systematic exchanges of warnings, demarches, and messages. <…> Russia expressed its readiness to re-engage in negotiations. The problem is with Kiev. Those people there who are in charge, they simply need to dismantle their own prohibition for any engagement," he added.

Earlier, the Russian presidential spokesperson Dmitri Peskov suggested the decision by Western allies on permitting Ukraine to deploy long-range weapons to hit Russia had been already made.

"All of these decisions have most likely already been made. <…> And at the moment, the media are simply running an informational campaign to formalise the decision that has already been taken. Meanwhile, the United States of America and European countries continue attempts to distance themselves from getting involved in the conflict. We believe they are not succeeding," he added.

US State Secretary Antony Blinken has been repeatedly asked about any decision on long-range strikes - including supplying weaponry and lifting restrictions which Ukraine has been calling for - on trips to Kiev and Warsaw this week.

While not confirming any change of policy, he and UK Foreign Secretary David Lammy have referred to a meeting between US President Joe Biden and UK PM Sir Keir Starmer on Friday. The American president said on Tuesday that Washington was 'working that out now' when asked about any change.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
