Valerie Giscard Ouankian, a senior lieutenant and company commander overseeing armoured reconnaissance and patrol vehicles, expressed gratitude towards Russia for supplying weapons and military hardware, underscoring their importance in bolstering CAR's defence capabilities. "I am very satisfied with the results. Russia can help us achieve better results by supplying even more advanced hardware. By doing so, we will be able to protect all our territories. The military hardware, in particular, armoured reconnaissance and patrol vehicles we received from our Russian allies, allows us to fight. This is very important. It is only possible thanks to these vehicles. This is the key to success," Ouankian remarked, emphasising the pivotal role of these vehicles in safeguarding CAR's territories.

Negotiations between defence agencies, led by Russian Ambassador Alexander Bikantov, have been ongoing to finalise the details and select an appropriate location for the base.
