High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell accused the Global South of 'hedging' and blaming the West for them not abiding by international law in a 'selective manner', during the Dubrovnik Forum in Croatia on Sunday.

"Many people in the Global South believe that multipolarity gives them a chance for having more opportunities," he said. "So, we are not aligning. They do not align with great powers. They are hedging. We see that every day. They prefer flexible arrangements or alignments. Some don't abide by the international rules and they blame the West for not doing so or doing that in a selective manner."

The high representative also called on the West to 'engage' with the Global South and 'prevent the division between the West and the East,' warning that this would 'push' Moscow and Beijing into an alliance 'that could divide the world'.

"It would be very dangerous for the world and very bad for humankind if we go to a world divided into two different spheres both from the technological, economic and values side. There is not a single group of problem that can be solved without a strong engagement of all of us together and in particular with China," he said."

For his part, China's Special Representative of Government on European Affairs Wu Hongbo stressed that: "To imagine the rights of China would be some sort of a danger or threat to the world peace is really false. China is a stabilising factor in the world affairs."

Ukrainian Minister of Foreign Affairs, Dmytro Kuleba also participated in the forum. The minister highlighted that 'peace and recovery' is a 'prerequisite' for Ukraine's development.

"It does not matter how difficult it gets, we have to erase lines drawn by others with full respect to the principals that keep all of us alive and allow us to prosper," he continued.
