Lebanese Civil Defence crews were seen clearing away rubble on Friday after an Israeli strike on the organisation's regional headquarters in Baalbek left at least 15 dead.

Footage captured in the Baalbek town of Drous shows crews using an excavator to clear debris and twisted metal from the collapsed building. Others are seen searching the rubble for survivors.

"Is the weapon of civil defence a fire truck, a launcher, or an ambulance and a stretcher to carry the injured? This is the work of civil defence, so there is no reason to target it," a local man said.

According to Baalbek-Hermel Governor Bashir Khodr, the bodies of 10 individuals have been recovered, while the remains of the other five were retrieved in fragments. DNA tests will be conducted to identify them.

The Lebanese Ministry of Health condemned the Israeli airstrike on the building in an official statement on Thursday evening, calling it "a barbaric attack on a state-owned health facility," noting that it was "the second Israeli attack on a medical emergency facility within less than two hours."

The ministry also called on the international community "to put an end to these grave violations that threaten to erode humanitarian values in the face of unrelenting violence without accountability."

The IDF had issued evacuation orders in Durs, calling on residents to leave the area before the end of October, claiming it was targeting Hezbollah.

On September 23, the Israeli army launched 'Operation Northern Arrows' to return residents of northern Israel to their homes. The army then began a 'limited' ground operation in Southern Lebanon.

According to the Lebanese Ministry of Health, Israeli bombardment since October 8, 2023, has killed more than 3,365 people and injured more than 14,344, while Hezbollah has continued its rocket attacks on areas of northern Israel, including Haifa, Safed, and Tel Aviv.

Tensions between Lebanon and Israel escalated in mid-September after the explosion of wireless devices used by Hezbollah and the Israeli raids on the southern suburbs of Beirut, which targeted Hezbollah military commanders. This came less than a year after the start of border clashes between Hezbollah and the Israeli army on October 8, 2023, one day after the Israel-Hamas war.
