"Sometimes there's a lot of plastic," said Aef Saifudin. "Plastic, plastic garbage, and a lot of other garbage. … At high tide the garbage comes."
Footage shows the latest clean-up effort as well as the huge scale of the operation. Locals can be seen using boats to remove some of the rubbish, as well as some of the more specialised equipment.
It comes just a month after the World Water Forum in Bali, which showcased the river - once known as one of the world's most polluted - following intensive cleaning and restoration.
Workers from the Public Works and Public Housing Ministry, the West Java Provincial Government and the Regional Disaster Management Agency (BPBD) had co-ordinated to clear the water.
