A heavily damaged building in Sumy was seen on Monday, after the Ukrainian local government claimed a Russian missile had hit a "social and psychological rehabilitation centre for children and an orphanage".

Footage shows huge piles of rubble and destroyed buildings, as well as construction workers attempting repairs and tents housing emergency personnel.

The Interior Ministry of Ukraine claimed 18 people were wounded, including six children.

Moscow did not comment on the allegations made about the facility and the casualties, but has repeatedly denied targeting civilians and civilian infrastructure.

On Monday, the Russian Defence Ministry reported strikes on areas in the region housing 'manpower and military hardware' belonging to units of the Ukrainian forces.

Sumy is across the border from Kursk in Russia, where Ukraine launched a huge military assault last month. Fighting on the Russian side remains ongoing, while Moscow reported a wave of drone attacks across the country on Sunday.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Ukraine's Volodymyr Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
