EU High Representative for Foreign Affairs and Security Policy Josep Borrell said Russia "must grant Mr Navalny immediate access to the medical professionals he trusts" during a press conference in Brussels on Monday.

Borrell said he received a letter about Navalny's health conditions from the Russian opposition leader's team, saying he had been moved to a prison hospital.

He said the EU would not be imposing more sanctions on Russia for the time being, adding "things can change."

Borrell also called on Russia to de-escalate tensions in eastern Ukraine amid reports of a military build-up on the border.
