Xolani Khumalo, Chief Director of International Relations at South Africa's Department of Higher Education, Science, and Innovation, says that Russia is a friend of the 'whole African continent', in remarks delivered at the second 'Shaping the Future' international forum in Kazan.

Footage shows the signing of a memorandum of cooperation between the Russian Education Minister Sergey Kravtsov and the Djibouti Education Minister Mustapha Mohamed Mahamoud.

"Russia is our friend as South Africa, but not only for South Africa, but as a friend for whole African continent. And we are always here to support the initiatives taken by the Russian government," Khumalo said, adding that South Africa has a strong ‘working relationship with the Russian government thanks to participation in BRICS and G20', particularly in terms of development and education initiatives.

Russian Education Minister Sergey Kravtsov underscored Russia's significant experience in education and its relevance for African countries.

"We have about 40 countries participating, more than 150 delegations and delegates. The first forum held a year ago, demonstrated our initiation of establishing extensive Russian language centres in various countries and expanding our connections beyond school education to include secondary vocational education. Our experience of development despite unjust sanctions is crucial for many countries, particularly those that have recently gained independence, including African nations," Kravtsov noted.

Additionally, Secretary General of Niger's Ministry of Higher Education, Research, and Technical Innovation Ibrahim Elkhalji Dau revealed plans to establish regional training and research centres with the Russian Federation.

"We are currently working on a project to build a small nuclear power plant and an oil refinery that will be located a few kilometres from our capital," the delegate added.

The ongoing 'Shaping the Future' international forum for Ministers of Education in Kazan has drawn representatives from over 40 states in Asia, Africa, and Latin America, including BRICS and CIS countries. The agenda of the forum includes discussions on the development of pre-school and secondary education, as well as the application of artificial intelligence in the education sector.
