Russian Prosecutor General Igor Krasnov claimed that the number of crimes committed by 'illegal and labour migrants' in 2023 had increased by 75 percent, speaking at an expanded meeting of the board of the Prosecutor General's Office in Moscow on Tuesday.

"The issue of combating the crimes committed by illegal and labour migrants remains topical. The total number of criminal acts committed by them has increased by three-quarters (75 percent), to 21,894," Krasnov stated.

"Prosecutors need to analyse the situation in this area, taking into account regional specifics, and work out a balanced solution based on the need to ensure the safety of citizens and the economically viable use of foreign labour," he added.

Meanwhile, Russian President Vladimir Putin pointed out that those responsible for the attack at Crocus City Hall should 'receive a fair punishment.'

"I trust that the prosecutors will do everything necessary within the scope of their authority, including when charging the accused and during the legal proceedings, to ensure that the criminals receive a fair punishment for their actions in accordance with Russia’s laws," Putin stated.

Late on Friday, March 22, unidentified individuals dressed in military fatigues opened fire in the Crocus City Hall, a 6,000-seat multipurpose concert hall where a Russian rock band was set to perform. A massive fire broke out in the building shortly after.

The Russian Investigative Committee opened a criminal case under Article 205 of the Criminal Code of the Russian Federation ('Terrorism'). On Sunday, March 24, the Basmanny Court of Moscow arrested all suspects in the terrorist attack until May 22.

On Monday, Russian Investigative Committee Chairperson Alexander Bastrykin reported 139 people killed in the attack. The Russian Health Ministry said 182 people were injured, 93 of whom remained hospitalised, including five children.

Putin declared a day of mourning and described the attack as a 'barbaric terrorist act' in a televised address on Saturday, adding that four perpetrators of the attack at Crocus City Hall had been found and detained.

"They tried to hide and moved towards Ukraine, where, according to preliminary data, a window was prepared for them from the Ukrainian side to cross the state border," Putin said.

On Monday, he claimed that 'radical Islamists' were responsible but also hit out at the US for 'trying through various channels to convince its satellites and other countries of the world that, according to their intelligence, there is allegedly no trace of Kiev in the Moscow terrorist attack'.

"We want to know who ordered it," he added.

Russia’s Federal Security Service (FSB) claims the attackers planned to cross the Russian-Ukrainian border and 'had relevant contacts on the Ukrainian side'.

In turn, the Russian Investigative Committee said that special services had detained four suspects in the Bryansk region, not far from the border with Ukraine.

The White House claimed it was a ' terrorist attack that was conducted by ISIS' and that there was 'absolutely no evidence that the government of Ukraine had anything to do with this attack'.

On Friday, the Ukrainian Foreign Ministry said it 'categorically denies' accusations of Kiev’s involvement in the shooting.

The UN press service reported on Friday that Secretary-General Antonio Guterres condemned the terrorist attack on the concert hall 'in the strongest possible terms'.

"The Secretary-General expresses his deepest condolences to the families of the victims, the people and the government of the Russian Federation," the statement added.

A number of foreign countries, including the United States, Belarus and Turkey, expressed condolences in connection with the shooting in the Moscow region.
