Russian Emergencies Ministry officials continue to work to extinguish a fire at an oil depot in Proletarsk, Rostov Region, after debris from an unnamed aerial vehicle (UAV) was reported to have fallen at the site and triggered the blaze on Sunday, August 18.

Footage taken on Thursday shows columns of black smoke rising above the tanks in the industrial warehouse. Fire engines can also be seen near the scene.

On Sunday, regional governor Vasily Golubev reported via his Telegram channel that the fire had been caused by a drone attack.

"[A] UAV attack [was] repulsed by air defence forces in south-eastern Rostov region. As a result of falling debris on the territory of industrial warehouses in Proletarsk, there was a fire of diesel fuel. Firefighting units took part in extinguishing the fire," Golubev stated.

Later, the politician said that a state of emergency had been declared in the affected area due to the complexity of the fire, but that there was no danger of the fire spreading to homes and neighbouring buildings.

On Tuesday, Golubev said that two fire-fighting trains and IL-76 aircraft from the Emergency Situations Ministry had been sent to the oil depot area to assist the operation.

At time of publication, a temporary shelter had been set up near the oil depot. 13 rescuers continue to receive medical assistance.

Earlier, the Russian Ministry of Defence said that on the night of August 17-18, "air defence forces on duty destroyed five Ukrainian UAVs of aircraft type over the territory of the Russian Federation, two of which were shot down over the territory of the Belgorod region, one over the territory of the Kursk region and two over the territory of the Rostov region".

The Ukrainian side has not commented on the reported drone attack at time of publication, and rarely comments on such strikes inside Russian territory. It has previously denied targeting civilian infrastructure.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Ukraine's Volodymyr Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
