Russian President Vladimir Putin stated that a recent decree to increase levels of armed forces personnel was driven by the goal of staffing the new military districts while speaking in St Petersburg on Wednesday.

"Close cooperation between federal and regional authorities should help address the key objective of ensuring that the Armed Forces are manned by trained and educated individuals, trained and educated personnel. I am referring particularly to the permanent combat readiness units and formations of the new military districts. The recently published decree on the establishment of the standard strength of the Armed Forces was aimed at resolving this issue," he said.

Putin added that his government is paying a 'great deal' of attention to the army and navy's 'technical rearmament'.

"We are talking both about the modernisation and improvement of the tactical and technical characteristics of the weapons and equipment in service and about the prospects for the development of new high-tech models, taking into account the experience gained by our troops during the special military operation. This experience is being extensively studied in design bureaus and specialised research institutes," the president continued.

On Monday, Putin signed a decree to increase the full-time strength of the armed forces to 2,389,130, including 1.5 million servicemen. The decree will come into effect from December 1.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
