Russian Presidential spokesperson Dmitri Peskov said that Ukraine has rejected 'any negotiations' with Russia and 'strongly' refused President Vladimir Putin’s peace proposal, speaking on board an aircraft after the Shanghai Co-operation Organization (SCO) Summit in Astana on Thursday.

"At this moment, he [Vladimir Putin] really cannot [hold peace negotiations], because at this moment Ukraine rejects any negotiations with the Russian Federation, with or without intermediaries. Ukraine has strongly rejected Putin's peace plan, which was announced at the Ministry of Foreign Affairs. Therefore, at the moment neither [Recep Tayyip] Erdogan nor anyone else can mediate [in peace talks]," Peskov said.

On June 14, Putin outlined his conditions for a negotiated end to the conflict in Ukraine. These conditions include the disarming and 'denasifying' of a 'neutral' Ukraine, with Crimea, the Donetsk People’s Republic, Lugansk People’s Republic, Kherson and Zaporozhye regions all recognised as part of Russia.

Advisor to the head of the Ukrainian Presidential Office, Mykhailo Podolyak, said that it lacked any 'real peace proposal', while Zelensky himself later labelled it as an 'ultimatum'.

Moscow launched a military offensive in Ukraine in late February 2022 after recognising the independence of the Donetsk and Lugansk People's Republics (DPR and LPR), claiming that Kiev had failed to guarantee their special status under the 2014 Minsk Agreements, and urging Ukraine to declare itself officially neutral and give assurances that it would never join NATO.

Kiev denounced the Russian action as an invasion. Zelensky imposed martial law throughout the country, announcing a general mobilisation, while the EU and the US imposed several rounds of sanctions on Moscow.
