Russian President Vladimir Putin said in Moscow on Wednesday that those behind the attack on Crocus City Hall, including the planners, sponsors, and organisers, must be held accountable, as he delivered a video message to participants in the 12th international meeting of high representatives in charge of security issues.

"Russia's special services and law enforcement bodies are diligently working to uncover and analyse every aspect of this heinous act, identifying its participants, including those who ordered, funded, and organised it. None of those involved should evade deserved punishment," declared the Russian leader.

Putin further stated that Moscow is open to collaboration with international partners in the realm of security.

"I want to reiterate that Russia is fully prepared for close cooperation with all partners interested in ensuring global and regional security and in establishing a new multipolar world order that aligns with the interests of the majority of nations," Putin stressed.

Earlier, the Russian Investigative Committee said that investigators had received information indicating that the perpetrators of the terrorist attack on Crocus City Hall might be linked to the Ukrainian security services.

Late on March 22, unidentified individuals dressed in military fatigues opened fire in the Crocus City Hall, a 6,000-seat multipurpose concert hall where a Russian rock band was set to perform. A massive fire broke out in the building shortly after. 144 people were reported to have been killed while several suspects were captured and remanded in custody until May 22 on charges of 'terrorism'.

Following the attack, the Ukrainian Foreign Ministry said it 'categorically denies' accusations of Kiev’s involvement.

US national security spokesperson John Kirby called the Russian Investigative Committee's allegations 'nonsense and propaganda'. Earlier, the United States claimed that it was a 'terrorist attack that was conducted by ISIS' and that there was 'absolutely no evidence that the government of Ukraine had anything to do with this attack'.
