Ahmad Afandi Abdulaev, mufti of Russia’s North Caucasian republic of Dagestan, announced an upcoming niqab ban at a meeting with civil society representatives on Monday.

"Our staff is working on this today, we will be issuing a fatwa to ban the niqab. <...> There is no other truth but one. As the Quran says, there is only one truth, the rest is error. So tonight or tomorrow, some day soon the niqab will be completely banned, according to our 'fatwa' - ruling," Abdulaev explained.

Head of Dagestan Sergei Melikov spoke out against wearing a niqab - for 'security reasons' - during the Dagestan People's Assembly meeting on June 25, insisting that it was an 'atypical [garment] for Caucasian peoples' that allowed 'men to hide, and women to carry forbidden items'.

The Chairman of the Presidential Council for the Development of Civil Society and Human Rights Valeriy Fadeyev suggested prohibiting niqabs in Russia on May 20, adding that in some Central Asian countries it was also illegal to wear it.

A niqab is a veil worn by some Muslim women that covers their face, leaving just the eyes area clear. According to reports, the garment dates back to pre-Islamic times and was also used by Bedouins to protect themselves from sand and dust. It is now common in Pakistan, Saudi Arabia and other Gulf states.
